New Mexico will soon be a Right to Carry state again! The Legislature has just passed Senate Bill 23, which sets up a system to issue concealed carry permits to trained, law-abiding citizens. As many will recall, similar legislation was passed last year, only to be struck down by the state supreme court. SB 23 nows heads to the desk of Governor Bill Richardson (D), who has pledged to sign the bill.
