Senator Elizabeth Lockman and Representative Melissa Minor-Brown are circulating legislation to impose a Maryland-style “handgun qualified purchase card” and a handgun transfer registry. Please contact your lawmakers and ask them to oppose any legislation to create a permit-to-acquire scheme in Delaware.
The proposed legislation is similar to a prior bill, defeated in 2021, that seeks to create an application process to obtain a deceptively named “handgun qualified purchaser permit” to authorize the purchase or receipt of a handgun. To obtain a permit, an applicant is required to pay costs for fingerprinting and training. In addition to these requirements, the bill will also create a registry of all handgun transfers.
