On February 11th, legislation was introduced (HB 2331) in the Illinois House that would impose a new gun tax on all firearms and firearm components sold in Illinois. At this time, HB 2331 has not yet been referred to a committee but please contact your state Representative and urge them to OPPOSE HB 2331. House Bill 2331, introduced by Representative Rita Mayfield (D-60), seeks to punish law-abiding gun owners and discourage the exercise of Second Amendment rights by imposing a special 3.75% surcharge on firearms and firearm components, in addition to existing sales taxes. Revenue raised from this surcharge would be deposited into a new state fund for youth programs, with no definition or structure as to what “youth programming” constitutes. It is unjust to saddle law-abiding gun owners with such special taxes. Criminals obtain the vast majority of their firearms by illegal means that are not taxed, such as theft, straw purchase, or on the black market.
