New Jersey: The 2013 Legislative Session Has Begun With Anti-Second Amendment Legislation Filed In The Assembly And Senate

Anti-Gun legislators take advantage of recent tragedies to introduce dangerously far-reaching legislation that will not stop crime, but will punish law-abiding citizens for the violent acts of criminals

The New Jersey Legislature convened last week, and has made restricting our Second Amendment rights a priority this session.  While our NRA-ILA state lobbyist works to defend your rights in Trenton, your action will be needed to stop the assaults on your civil liberties.  Your NRA-ILA has been has been monitoring the following misguided anti-gun bills, and will continue to keep you updated  on this and other legislation as session progresses in the Garden State.  

Assembly Bill 3645, sponsored by Representative Louis Greenwald (D-6), along with its companion Senate Bill 2476 would require ammunition sales and transfers be conducted as face-to-face transactions.   This legislation has been referred to Assembly Law and Public Safety Committee

Assembly Bill 3646 sponsored by Representative Louis Greenwald (D-6), along with its companion Senate Bill 2474, seeks to establish a regulatory system to govern the sale and transfer of ammunition.

Assembly Bill 3653 sponsored by Representative Angel Fuentes (D-5) criminalizes purchasing or owning weapon if person has previous conviction of unlawful possession of weapon.

Assembly Bill 3659 sponsored by Representative Peter Barnes (D-18) Revises the definition of destructive device to include certain weapons of 50 caliber or greater.

Assembly Bill 3664 sponsored by Representatives Joseph Cryan (D-20), Jason O’Donnell (D-31), and Mila Jasey (D-27) reduces lawful maximum capacity of certain ammunition magazines in New Jersey.

Assembly Bill 3666 sponsored by Representatives Joseph Cryan (D-20), Jason O’Donnell (D-31), and Mila Jasey (D-27), along with its companion Senate Bill 2465 prohibits mail order, Internet, telephone, and any other anonymous method of ammunition sale or transfer in New Jersey.

Assembly Bill  3667 sponsored by Representatives Joseph Cryan (D-20), Jason O’Donnell (D-31), and Mila Jasey (D-27),  requires mental health screening by licensed professional to purchase a firearm.

Assembly Bill 3668 sponsored by Representatives Joseph Cryan (D-20), Jason O’Donnell (D-31), John McKeon (D-27), and Mila Jasey (D-27), along with its companion Senate Bill 2467 prohibits investment by State of pension and annuity funds in companies manufacturing, importing, and selling assault firearms for civilian use.

Assembly Bill 3676 sponsored by Representative Angelica Jimenez (D-32) requires a psychological evaluation and in-home inspection as prerequisite to purchase firearm.

Assembly Bill  3687 sponsored by Representative  Linda Stender (D-22) disqualifies person named on federal Terrorist Watchlist from obtaining firearms identification card or permit to purchase handgun.

Assembly Bill 3688 sponsored by Representatives Charles Mainor (D-31) and Angelica Jimenez (D-32) requires a mental health evaluation and list of household members with mental illness to purchase firearm.

Assembly Bill 3689 sponsored by Representative Charles Mainor (D-31) requires security guards who carry weapons to wear certain uniform, including identification card.

 Assembly Bill 3690 sponsored by Representatives  Cryan (D-20), Albert Coutinho (D-29), Reed Gusciora (D-15), Cleopatra Tucker (D-28), and Charles Mainor (D-31),  along with its companion Senate Bill 2430 declares violence a public health crisis, recommends expansion of mental health programs, recommends federal adoption of gun control measures, and establishes “Study Commission on Violence.”

AJR-89 sponsored by Representatives Joseph Cryan (D-20) and Jason O’Donnell (D-31) urges the President and U.S. Senate to ratify the Arms Trade Treaty proposed by The United Nations.

AR-133 sponsored by Representatives Joseph Cryan (D-20) and Annette Quijano (D-20) expresses support for creation of task force on gun control led by Vice President Biden.

Senate Bill 2464 sponsored by Senator Shirley Turner (D-15) regulates the sale and transfer of rifle and shotgun ammunition.

Senate Bill 2475 sponsored by Senator Loretta Weinberg (D-37) along with its companion Assembly Bill 1329 seeks to reduce maximum capacity of ammunition magazines to 10 rounds.

Senate Resolution 92 sponsored by Senators Teresa Ruiz (D-29), Ronald Rice (D-28), Sandra Cunningham (D-31), Nia Gill (D-34), Shirley Turner (D-15), Brian Stack (D-33), Loretta Weinberg (D-37), and Joseph Vitale (D-19) urges Congress to strengthen gun control laws.

Of course, none of the above proposed legislation will affect lawbreakers.  Gun control has not worked because criminals, by definition, do not obey the law. Your help will be needed this session to prevent law-abiding gun owners from being punished with another round of gun control and overburdened with taxes and fines that will have zero impact on public safety or violent crime. The current political climate warrants your action as soon as possible. Stand up for your Second Amendment rights and make your voice heard this session before it is too late.  Your NRA-ILA will continue to keep you updated on the status of these bills, so please continue to check for important updates.  Please contact your state lawmakers and respectfully ask him or her to oppose legislation that does nothing more than target law-abiding gun owners, and will not solve New Jersey’s crime problem!
