A San Juan Capistrano rule that bans guns in city parks will continue, even if it makes the city vulnerable to lawsuits by people claiming constitutional rights, the City Council decided. The council voted 3 1 last week against Councilman Derek Reeve's proposal to change the rule to allow people to carry unloaded guns in city parks. Reeve cast the dissenting vote.
