Yesterday, Senate Bill 25 passed in the state House by a 21 to 19 vote, with one person not voting. This legislation had been recently pulled from committee - after previously being tabled - and brought to the House floor for consideration in a final effort before session ended for the year. SB 25 will now be sent to Governor Jack Markell for his consideration.
Senate Bill 25, sponsored by state Senator Robert Marshall (D-3), seeks to create the Community Firearm Recovery Program, a pilot program that would use state appropriated funds for local municipal police, the New Castle County Police and the Delaware State Police, to purchase surrendered firearms. Senate Bill 25 lacks fiscal accountability and opens the door to potential misappropriation of funds, while in no way deterring crime.
