For years, anti-gun groups have been trying to get shotguns placed in the same certification regime as section 1 firearms, such as rifles. Although they claim that owning a firearm is a "privilege", every citizen has a right to have a shotgun certificate granted unless the chief police officer can show grounds (such as a criminal conviction) for denying one. The regime for owning a section 1 firearm is the reverse: it must be required for a good reason -- such as stalking or rabbiting -- and the police must be satisfied that the applicant needs it for the specified purpose.
