For three years, Solano County has been overcharging people applying to carry a concealed gun in the county. California law permits concealed carry permit applicants to be charged up to $100 and renewal applicants can be charged up to $25. Solano County's policy, however, called for initial fees of $229 and renewal of $152. As such, these policies required applicants to be overcharged.
