On Tuesday, June 22, the Delaware House of Representatives passed House Substitute 1 for House Bill 357 by a vote of 31-9. Unfortunately, by a vote of 21-19, the House also included an unfriendly amendment. House Amendment 3, offered by State Representative Melanie George (D-5), still gives public housing authorities the power to regulate possession in common areas.
Representative George's amendment directly conflicts with the intent of the legislation. For example, a public housing authority may ban possession in a parking lot or lobby, thereby restricting a resident from transporting their firearm from their car to their residence. NRA is working to strip this amendment in the Senate.
