Turmoil ensued today in the New York State Senate after the change in leadership that occurred on Monday. The parliamentary maneuver, which resulted in the Republicans once again gaining control of the Senate, has actually produced a "coalition majority" which includes all 30 Republicans and two Democrats. The two Democrat defectors have chosen to "caucus" with the Republican Conference but have not changed their party affiliation.
Senate Bill 4397A (micro-stamping legislation) was placed on the Senate calendar before this chaos ensued, so it will remain on the calendar and has the potential to be acted upon by the Senate. Efforts are being made to effect the move of S 4397A from the floor calendar to the Rules Committee or to seek some other means by which the bill may be tabled. However, the possibility remains that the bill could be brought to the Senate floor.
The new Senate majority intends resume session tomorrow but they have literally been locked out of the Senate chamber. In fact, the Secretary of the Senate, the top Democrat staff member, has locked himself in his office and refuses to turn over the keys. New Senate President pro tempore Pedro Espada (33-D) has declared that the Senate will "meet in the park" if they must.
