On Thursday, April 2, LB 430, sponsored by State Senator Mark Christensen (44), advanced from General File to Select File by a vote of 40-4. Two notable amendments were added which help make this good bill even better.In its current form, LB 430 will provide statewide preemption for all Right-to-Carry permit holders and prevent any city, county, or municipality from preventing the lawful carry by permit holders anywhere not prohibited by state law.
An amendment was added to allow for churches to authorize Right-to-Carry permit holders to serve as security. This provision was part of the original bill, then struck out by the first committee amendment, and subsequently put back into the bill by a 39-2 vote.
Another amendment was offered and adopted that would remove the 180-day waiting period for non-resident military to be considered residents of the state. This change is more consistent with residency requirements in other sections of the statute.
The rest of the bill regarding reciprocity and a 45-day issue requirement remain the same.
While this bill has undergone considerable changes, we believe that LB 430 remains a very strong bill and support it in its current form as passed from General File. The bill could be taken up sometime in the next couple weeks on Select File.
