Senate Bill 1214, the long-debated measure that would permit an individual with a concealed carry permit to carry a concealed firearm for self-defense on public university and college campuses, has fallen victim to legislative deadlines by not being heard in the Senate Committee of the Whole by Thursday, April 3. According to procedural rules set forth by statute, all bills must be heard and voted on no later than Friday, April 4 for transmittal to the other house, in this case the House of Representatives.
Despite the valiant efforts of the author, State Senator Karen Johnson (R-18), the NRA, the Arizona State Rifle and Pistol Association, and the Arizona Citizen's Defense League, as well as the multitude of gun owners who showed their support, the amendments offered by fellow Senators bogged the measure down and the necessary votes to move the bill forward were not there.
Arizona was one of ten states where campus carry legislation was introduced, and our members can be assured that this critical right-to-carry reform effort will continue into the 2009 legislative session.
