Tim Vail, a fourth-generation California rancher, is on Capitol Hill this week for the second time in his life. His first visit was in 1986 when his family sold Santa Rosa Island to the National Park Service but continued to operate a commercial elk- and deer-hunting operation on it. Vail is setting out to lobby several congressional and government offices to make sure the elk and deer populations on the island are preserved, despite a court decision that says they should be eliminated by 2011.
