A detachment of Louisiana National Guard soldiers and State Police troopers has been sent to New Orleans in an effort to quell the steadily rising tide of bloodshed in the city. The plan calls for stationing troops mainly in desolate areas devastated by Katrina. Their presence should curb looting and will allow police to focus on "hot spots" in more heavily populated sections of town where most of the violence is occurring.
