"The state legislature has worked to implement a number of anticrime measures and worked to get illegal firearms off Pennsylvania`s streets, but we, all Philadelphians, believe that the city`s problems must be addressed through education and prevention. A moratorium on firearm licenses will not prevent criminals from possessing guns illegally."
