The National Rifle Association argues that the question, "Who needs an assault weapon?" is an illegitimate question because "in a free society, the burden of proof is not upon those who wish to exercise rights, it is upon those who wish to restrict rights." The NRA says it`s up to gun-ban supporters to show why certain guns should be banned -- "and thus far they have not done so."
