The New York City Council today prepares once again to mind other peoples` business. The council, a reliable rubber stamp for Speaker Gifford Miller, is very good at passing innocuous resolutions that carry little weight. These measures are usually wrongheaded, though harmless. Not so the bill about to be taken up. It`s meant to strip the manufacturers of a perfectly legal product--firearms--of liability protections enjoyed by virtually every other manufacturer in America.
