A federal appeals court panel unanimously ruled that the federal government is not obligated to pay the legal fees of Bill Clinton and his wife, Sen. Hillary Rodham Clinton, for their defense in the Whitewater investigation. It was not clear how much the Clintons owe. Their petition called for the reimbursement of $3.5 million, although Mrs. Clinton, listed outstanding legal bills of between $1.7 million and $6.5 million on her most recent financial disclosure forms.
