In 1986, Congress enacted the Firearms Owners` Protection Act (FOPA), which reduced some of the powers belonging to the Bureau of Alcohol, Tobacco and Firearms (BATF). Since then, however, anti-gun journalists have waged an unceasing campaign against FOPA.
