Senate Democrats on Thursday rejected President Bush`s nominee for a federal appeals court in New Orleans, setting up an election-year battle over what has become a highly partisan process of evaluating and confirming judicial candidates. The Senate Judiciary Committee`s rejection of Texas Supreme Court Justice Priscilla Owen in a 10-9 party-line vote marked the second time in six months that a Bush nominee for the 5th U.S. Circuit Court of Appeals had been blocked by the panel.
