Semi-automatic firearms were introduced more than a century ago. The first semi-automatic rifle was introduced in 1885, the first semi-automatic pistol in 1892, and the first semi-automatic shotgun in 1902. Semi-automatics account for about 20 percent of the 300 million privately-owned firearms in the United States and the percentage is quickly rising, because semi-automatics now account for about 50 percent of all new firearms bought annually. Americans bought about five million new semi-automatics in 2012.

Like other gun control supporters, Sen. Dianne Feinstein (D-Calif.) campaigned for banning handguns in the 1980s.1 Since the early 1990s, however, she has campaigned for banning a variety of firearms—mostly rifles—she calls “assault weapons,” along with any firearm magazine that holds 11 or more rounds of ammunition, which she calls “large.” Feinstein sponsored the federal “assault weapon” and “large” magazine ban imposed from 1994 to 2004.

On Jan. 24, Sen. Dianne Feinstein (D-Calif.) introduced S. 150, her long-anticipated bill to ban "assault weapons" and "large" magazines. Contrary to media claims that Feinstein wants to "reinstate" the 1994 ban, the bill will go much further toward her stated long-term goal of gun confiscation, imposing a host of absurdly broad definitions and onerous restrictions.

Ever since Attorney General Eric Holder stated in 2009 that the Obama administration would work to reinstate Bill Clinton’s so-called “assault weapons ban,” Jesse Jackson and the gun-control lobby have grown increasingly impatient. It isn’t enough that President Obama promised the Brady Campaign that he would work “under the radar” to enact their gun-control agenda. Jackson and his allies want the president to begin his war on the Second Amendment right now.

Legislation to reimpose the federal “assault weapon” and “large capacity” magazine ban of 1994, or an even broader ban--both introduced in the last two congresses--is sure to follow. And legislation to ban all semi-automatic and pump-action firearms, starting with those that use detachable magazines, has been pro-posed in the past and may not be far behind.
